# Amazon FBM requirements 2026: 90% on-time delivery in DE and UK

Quick answer

On Amazon.de and Amazon.co.uk, at least 90% of your seller-fulfilled (FBM) units must arrive by the delivery date you promised. In Germany this is new: Amazon has expected it since 15 July 2026, and since 1 September 2026 listings can be deactivated. In the UK it has applied since 16 September 2025. Since 30 September 2026 both stores also expect a 90% business hour delivery rate on Amazon Business orders; from 30 October, offers to business customers can be deactivated if the rate stays consistently below 80% and doesn’t improve within 30 days of a warning.

If you ship your own Amazon orders to customers in Germany or the UK, Amazon has tightened the rules within a few months: a minimum on-time delivery rate, less room in your handling time and a new metric for business orders. These are the requirements one by one, the store each one applies to, the exact dates and what to check before Amazon deactivates listings, especially if you ship from another country.

## What changed in Amazon’s FBM requirements in 2026?

On 29 June 2026 Amazon published two announcements in its seller forums: ‘Aktualisierung der FBM-Anforderungen für Amazon.de’ for Germany and ‘Update to FBM requirements for Amazon.co.uk’ for the UK. Most of the content is shared. The key difference is the 90% on-time delivery rate: it is new in Germany, while in the UK it was already in force.

## What is the on-time delivery rate and how is it measured?

The on-time delivery rate (OTDR) is the percentage of your tracked FBM units delivered on or before the ‘Deliver by’ date. That date comes from the handling time and transit time you set in your shipping settings, before any promise extension Amazon adds for the customer. Amazon’s German FAQ gives an example: with 1 day of handling and 3 days of transit, an order placed on Monday has a delivery date of Friday, so the parcel has to arrive by Friday to count as on time.

Amazon measures it the same way in both stores:

- **Window:** units with a promised delivery date in the last 21 days, leaving out the most recent 7 days because those parcels may still be in transit. That gives a rolling 14-day window.
- **Tracked units only:** only shipments with a valid delivery scan count.
- **Your date, not the customer’s:** Amazon uses the ‘Deliver by’ date shown in Seller Central, which can be earlier than the date the customer saw if Amazon added a promise extension.
- **Small sellers:** if you ship fewer than 20 units in the 14-day window, you are exempt from the requirement.

Amazon’s own example: 130 units with a promised date in the last 21 days, 30 of them in the last 7 days. Those 30 are left out (130 − 30 = 100). If 90 of the remaining 100 arrived on time, your OTDR is 90%. Amazon’s FAQs add two details in your favour. In Germany, a delivery attempt made before the promised date while the customer was out doesn’t count against you. In both stores, if the customer reschedules the delivery, the parcel counts as delivered on the day of that request.

## What happens if your on-time delivery rate drops below 90%?

You get a warning first and 30 days to improve. After that, the two stores apply different steps, and Amazon.co.uk is stricter between 80% and 90%:

If you don’t get above 80% within the next 30 days, more listings are deactivated and reactivation needs a plan of action. If you stay below 80%, you can lose the ability to list FBM products on Amazon.co.uk |
| Below 60% | If you don’t get back above 60% within 30 days, non-compliant listings are deactivated. To get FBM selling back in Germany, Amazon asks you to complete its questionnaires and keep Automated Handling Time, Shipping Settings Automation and Buy Shipping switched on for at least 90 days (180 days if the problem repeats). In the UK you can submit a plan of action, which Amazon reviews within 72 hours, or use the same three tools for at least 180 days.

## Which orders don’t count against your OTDR?

Orders you ship with all three of Amazon’s automation tools have no negative effect on your OTDR:

- **Automated Handling Time (AHT)**, or a handling time of 0 or 1 day: in the UK, a 0–1 day account default handling time; in Germany, 0 or 1 day at SKU level.
- **Shipping Settings Automation (SSA)** switched on in the shipping template, so Amazon sets the transit time.
- **Buy Shipping** labels, bought through Manage Orders, the shipping API or an integrator with access to Buy Shipping.

You still have to hand the parcel to the carrier by the dispatch date and meet the late dispatch rate. AHT and SSA are available on the Professional selling plan; Buy Shipping on both plans. For the business hour delivery rate, an order meets the requirement if you use AHT, SSA and a Buy Shipping label and dispatch on time, or if it goes through an Amazon-managed programme such as Easy Ship where it is available.

## What is the business hour delivery rate?

It is the percentage of your FBM shipments to Amazon Business customers with a commercial address that arrive within the customer’s opening hours. Until 30 September 2026 it was an information-only metric. Since then it has been a requirement on Amazon.de and Amazon.co.uk, with a 90% threshold.

- **Opening hours:** the ones the business customer has set in its account. If it hasn’t set any, Amazon applies Monday to Friday, 9:00 to 17:30 local time in Germany and 09:00 to 17:00 in the UK. With the default hours, a parcel delivered on a Saturday or at 18:00 counts as outside business hours.
- **Window:** 14 days, based on shipments with a promised delivery date between 7 and 21 days ago, refreshed daily. Only tracked shipments count.
- **Exemption:** sellers with fewer than 20 tracked FBM shipments to business customers in the window aren’t evaluated.
- **Consequence:** below 90% you get a warning. From 30 October 2026, your FBM offers can be deactivated for Amazon Business customers if your rate stays consistently below 80% and doesn’t improve within 30 days of the warning. Your offers to consumers and your FBA listings aren’t affected.

This metric depends on your carrier more than on your warehouse. Ask your carrier which services deliver Monday to Friday during office hours and use them for business orders. The BHDR report on the Account Health eligibilities page shows which orders arrived outside business hours, by order ID.

## What changes in FBM handling time?

Amazon says 90% of FBM orders in its German and UK stores already dispatch within one day of handling time. Since 15 July 2026, the account-level default handling time only offers 0 or 1 day; if yours was set to 2 days, Amazon changed it to 1. You can still set a longer handling time SKU by SKU, for example for products you make to order.

Since 1 September 2026, Amazon compares each SKU’s handling time with your real handling performance over a rolling 30 days. If the setting is one day or more longer than what you actually achieve, Amazon switches on Automated Handling Time for that SKU for the next 90 days. It applies to Professional selling plans only, doesn’t affect your selling privileges and doesn’t apply to Custom or Handmade. Padding your handling time ‘just in case’ no longer works.

The UK has one more change: since 19 January 2026, the longest transit time available in standard domestic shipping templates for mainland UK is 4 days instead of 5, with exceptions for non-mainland and some remote areas.

## Which FBM metrics still apply?

The new requirements sit on top of the order performance targets that already applied in both stores:

| Valid tracking rate | Over 95%, by product category | 30 days |
| On-time delivery rate | 90% or higher | Rolling 14 days |
| Business hour delivery rate (Amazon Business orders) | 90% or higher | 14 days |

The cancellation, late dispatch and valid tracking rates apply only to seller-fulfilled orders. A valid tracking rate below 95% in a product category can restrict your ability to sell non-FBA items in that category.

## Shipping FBM into the EU from outside: the customs requirement

Both announcements include a customs section for parcels sent from outside the EU to an EU address. Since 1 July 2026, for shipments worth €150 or less imported under the Import One-Stop Shop (IOSS), you must:

- Choose a courier approved by Amazon and authorised to use Amazon’s IOSS number.
- Give the courier Amazon’s IOSS number and the ASIN details of each product in the shipment.
- Keep shipping Delivered Duty Paid (DDP), so the customer pays nothing extra after buying, and pay the duties and charges, such as customs handling fees, to the carrier yourself.

Since the same date, an EU customs duty of €3 per tariff line, that is, per different type of item in the parcel, not per unit, applies to B2C parcels worth €150 or less sent directly from outside the EU. Amazon points out that it is an EU charge, not an Amazon fee. This is the part that matters if you ship Amazon.de orders from Great Britain. The customs section of the UK announcement only covers parcels going into the EU; it adds no requirement for parcels entering the UK. ## Shipping FBM to Germany from another country

If you ship Amazon.de orders from Spain, Poland or the UK, every extra day of transit has to be built into your delivery promise. You have three options:

- **Set transit times from data.** Use what your carrier actually achieves to Germany, not its brochure figure. Amazon suggests asking your carrier for the transit time it meets on at least 90% of your volume.
- **Use the three automation tools** (AHT, SSA and Buy Shipping), so those orders don’t count against your OTDR.

## Checklist: what to review

1. Open Account Health in Seller Central for each store and check your on-time delivery rate and business hour delivery rate.
2. Download the OTDR defect report and look for patterns: one carrier, one region, one warehouse.
3. Review your shipping templates: transit times to Germany and within the UK should match your real delivery data.
4. Find the SKUs with a handling time over 1 day and decide whether they need it, or whether Amazon will automate it.
5. If you sell to Amazon Business customers, agree weekday, office-hours delivery with your carrier for those orders.
6. Consider AHT, SSA and Buy Shipping together in the store where your rate is closest to 90%.
7. If you ship to the EU from outside the EU, confirm that your courier is approved by Amazon for IOSS shipments and that you ship DDP.

### What is the minimum on-time delivery rate for FBM on Amazon.de?

### Does the 90% on-time delivery rate apply on Amazon.co.uk?

Yes. Amazon.co.uk has expected a minimum 90% on-time delivery rate on FBM orders since 16 September 2025, and recommends 95% or higher. Between 80% and 90%, listings below 90% can be temporarily deactivated and reactivated straight away from Account Health.

### When did the business hour delivery rate start?

On 30 September 2026, on both Amazon.de and Amazon.co.uk, with a 90% threshold. From 30 October 2026, FBM offers to Amazon Business customers can be deactivated if your rate stays consistently below 80% and doesn’t improve within 30 days of a warning; offers to consumers aren’t affected.

### Do these requirements affect FBA?

No. They apply to seller-fulfilled (FBM) orders. Amazon delivers FBA orders, and its FAQ confirms that FBA listings aren’t affected by the business hour delivery rate.

### Can I still set a handling time of 2 days or more?

Not as your account default: since 15 July 2026 it can only be 0 or 1 day. You can set longer handling times SKU by SKU, but if a SKU’s setting is a day or more longer than your real performance for more than 30 days, Amazon switches on Automated Handling Time for it.

### Which orders don’t count towards the on-time delivery rate?

Orders shipped with Automated Handling Time (or a handling time of 0 or 1 day), Shipping Settings Automation and a Buy Shipping label together, provided you hand the parcel to the carrier by the dispatch date. Sellers who ship fewer than 20 units in the 14-day window are also exempt.
