# How to import from China to Spain for Amazon FBA

Quick answer

To import from China to Spain and sell with Amazon FBA, you need an EORI number, a customs declaration lodged by a declarant established in the EU (your own business or a customs representative), the import duty for your product’s code in TARIC, and Spanish import VAT, 21% at the general rate, which you can deduct if you are registered for VAT in Spain. Your products must meet EU rules before they ship: CE marking where it applies and the General Product Safety Regulation (GPSR). In its Pan-European FBA and UK–EU Local Inbounding comparisons, Amazon names the selling partner as importer of record, so plan customs as your job, not Amazon’s.

Buying from Chinese factories and selling on Amazon’s European stores works when the import is planned before the order, not after the container lands. This guide is for sellers based in Spain or elsewhere in the EU, and for UK and US sellers who want to bring stock into the EU through Spain. It follows the order of a real import: product and margin, supplier, Incoterm, EORI number, customs declaration, duty and VAT, product compliance and the last step to Amazon. The official sources for each rule are listed at the end.

## Before you order: product, margin and rules

Choose the product with the Amazon store where you’ll sell it in mind: check demand and reviews there, and estimate Amazon’s fees with its Revenue Calculator. Then work out your landed cost per unit, not just the factory price:

- Factory price and any tooling or sample costs.
- Freight and insurance from China to Spain.
- Customs duty for your product’s commodity code.
- Customs representative or broker fees.
- Import VAT, a cash-flow cost until you deduct it.
- Transport, prep and storage in Spain.
- Amazon’s fees: referral, FBA fulfilment and storage.

Check the product rules before you pay a deposit. If your product needs CE marking, tests or specific labels, it’s far cheaper to sort that out at the factory than in a warehouse in Spain.

## Finding and checking suppliers in China

You can find manufacturers on B2B platforms such as Alibaba.com, Global Sources and Made-in-China.com, at trade fairs or through sourcing agents. Whichever route you take:

- **Order samples** and test them against the EU rules for your product.
- **Put the specifications in writing**: materials, dimensions, packaging, labels and the documents you need, such as the commercial invoice, packing list and test reports.
- **Agree Amazon-ready packaging** if you want it: FNSKU labels on each unit and cartons no larger than 63.5 cm on any side, Amazon’s limit for multi-item boxes sent to FBA in Spain, France, Germany, Italy and the UK.
- **Inspect before shipment**, before you pay the balance.
- **Agree the Incoterm** and who will act as importer, before you sign.

## Which Incoterm when buying from China (EXW, FOB, DDP…)

Incoterms are the International Chamber of Commerce’s eleven three-letter trade terms. They set where your supplier delivers, who arranges and pays for transport, where the risk of loss or damage passes to you and who handles export and import clearance. The current version is Incoterms 2020, in force since 1 January 2020. Always write the rule, the place and the version in your contract, for example “FOB Shenzhen, Incoterms 2020”.

These are the rules you are most likely to see when buying from China:

How to read it:

- **FOB, CFR and CIF are for sea and inland waterway transport only.** For air freight, or when the supplier hands the goods over somewhere other than on board a ship, use a rule for any mode of transport, such as FCA.
- **EXW leaves export clearance in China to you.** An article published by the ICC Academy suggests FCA instead where possible, because under FCA export clearance is the seller’s job.
- **CIF only requires minimum insurance cover** (the Institute Cargo Clauses (C)). If you want more, agree it with your supplier or insure the goods yourself.
- **DDP looks like the easy option, but check who will clear the goods.** In the EU the declarant must be established in the EU, so a supplier based in China needs an EU-established representative to clear the goods, and the same ICC Academy article suggests DAP instead of DDP where possible. Check who will be named on the customs declaration: the declarant, and with indirect representation also the person represented, owes the import duty.
- **The Incoterm doesn’t lower your duty.** EU customs value includes transport and insurance up to the point where the goods enter the EU, so buying EXW or FOB doesn’t take the sea freight out of the value.

## Step 1: get an EORI number

An EORI number is mandatory for customs operations in the EU, including imports, and each business can have only one valid EORI number at a time. A single customs authority issues it:

- **Businesses established in the EU**: the customs authority of the EU country where they are established.
- **Businesses not established in the EU**, such as UK or US companies: the customs authority of the EU country where they carry out their first customs operation.

In Spain you apply through the Agencia Tributaria’s e-office, and you need the number before you lodge your first customs declaration. For businesses established in Spain, the EORI number is ES followed by the tax identification number (NIF). A UK EORI number starting with GB is for UK customs; for imports into the EU you need an EORI number issued by an EU customs authority.

## Step 2: the customs declaration

To sell imported goods in the EU, you declare them for release for free circulation. At that point import duty and other charges are collected, prohibitions and restrictions are applied, and the goods become EU goods that can move freely inside the EU. In Spain, the import declaration is known as the DUA.

Two rules of the Union Customs Code decide who can lodge it:

- **The declarant must be established in the EU** (Article 170), apart from a few exceptions such as transit, temporary admission or occasional declarations.
- **Anyone can appoint a customs representative** (Article 18). A direct representative acts in your name and on your behalf; an indirect representative acts in its own name but on your behalf. With indirect representation, you are also liable for the customs debt (Article 77).

In practice, if your business is established in Spain or elsewhere in the EU, you can be the declarant and have a customs agent act as your direct representative. If you are based in the UK or the US, you need an EU-established declarant, such as an indirect customs representative or an EU company that acts as importer.

In its Pan-European FBA and UK–EU Local Inbounding comparisons, Amazon names the selling partner as importer of record, so plan customs as your job, not Amazon’s: decide who clears your goods before you book the freight.

One date to note: the EU adopted a new Union Customs Code in September 2026, Regulation (EU) 2026/2108. Most of it applies from 21 September 2027. For ordinary commercial imports like these, a customs declaration remains mandatory until 28 February 2031 (Article 285). The rules above come from the code that applies today, Regulation (EU) No 952/2013.

## Step 3: import duty (TARIC)

Duty depends on your product’s commodity code and its origin. The EU’s TARIC database shows the third-country duty for each code, together with anti-dumping and countervailing duties, quotas, prohibitions and import controls. It doesn’t include VAT. Classify your product carefully, or ask your customs agent to: the code decides the duty rate and whether any extra duty or restriction applies to goods from China.

Duty is charged on the customs value. That is the price you pay the supplier plus, where they aren’t already included, commissions (other than buying commissions), packing costs, and transport and insurance up to the point where the goods enter the EU. Transport after that point is not part of it.

Bulk imports into a warehouse follow different rules from parcels sent to consumers. From 1 July 2026 until 1 July 2028, goods sold to EU consumers in consignments worth €150 or less pay a flat €3 customs duty per item (tariff line), and Amazon notes that shipments sent from within the EU to customers in the EU are not subject to it. The new customs code also creates a Union handling fee for goods sold in distance sales: the European Commission adopted the amount, €2 per item, on 21 September 2026 and expects the fee to apply from 1 November 2026, provided neither the European Parliament nor the Council objects. ## Step 4: import VAT in Spain

Spain charges VAT on imports. The taxable amount is the customs value plus the duties and other charges due on import, plus ancillary costs such as commissions, packing, transport and insurance up to the first place of destination in the EU (Article 83 of the Spanish VAT Act). The general rate is 21%, and some goods have reduced rates.

If you are registered for VAT in Spain, you can deduct the import VAT you pay (Article 92). Businesses that file VAT returns monthly can also opt to defer it: instead of paying it when the goods are cleared, they include it in the VAT return for the period in which they receive the customs assessment. The option is made on form 036 in November, for the following year, and then covers all their imports.

Storing stock in Spain has its own VAT consequences. Amazon requires a VAT number in each country where your goods are stored. Spanish VAT law also requires businesses established outside the EU to appoint a tax representative, unless they are established in a country with mutual assistance instruments similar to the EU’s (Article 164). Confirm your own case with a tax adviser before your first shipment.

## Step 5: product compliance

EU product rules apply to your goods from the moment they are placed on the EU market, wherever they were made. Check them before the goods leave China:

- **CE marking, where it applies.** It is required only for products covered by EU rules that mandate it, such as toys, electrical and electronic equipment, batteries and machinery. If you have a product made for you and sell it under your own name or brand, you are the manufacturer and responsible for its compliance. The EU declaration of conformity and the technical documentation must be kept for at least 10 years.
- **General Product Safety Regulation.** Since 13 December 2024, a product covered by the GPSR can’t be placed on the EU market unless an economic operator established in the EU is responsible for it. Your online offers must show the manufacturer’s name and postal and electronic address and, if the manufacturer isn’t established in the EU, those of the responsible person. - **RoHS, for anything electrical or electronic.** It restricts ten hazardous substances, including lead, cadmium and mercury, in all products with an electrical or electronic component unless they are specifically excluded.
- **REACH, the EU chemicals regulation.** It restricts certain chemical substances. Ask your supplier for test reports that cover your product category.
- **Packaging.** If you import packaged products to place them on the Spanish market, Spain’s packaging law (Royal Decree 1055/2022) treats you as a product producer: you register in the packaging section of the Producers’ Register, provide proof of membership of an extended producer responsibility scheme and show your registration number on invoices. If you sell into other EU countries, check their packaging rules too. The EU Packaging and Packaging Waste Regulation (Regulation (EU) 2025/40) has also applied since 12 August 2026.

## Step 6: from the port to Amazon

Once released for free circulation, your goods are EU goods. If they aren’t labelled and boxed to Amazon’s requirements, have them delivered to a prep center or to your own warehouse rather than straight to Amazon. Since 31 March 2026, resellers need an Amazon barcode on every unit sent to FBA; brand owners with the Brand Representative role in Brand Registry can use a manufacturer barcode instead, and products without one always need an Amazon barcode. Multi-item boxes sent to FBA in Spain can’t measure more than 63.5 cm on any side.

## Selling from the UK or the US?

A UK or US business can import into the EU through Spain. It needs an EORI number issued by an EU customs authority, an EU-established declarant such as an indirect customs representative, a Spanish VAT number if the stock is stored in Spain and, under the GPSR, a responsible person established in the EU.

Amazon.co.uk is a different market. Stock for UK fulfilment centres is imported into Great Britain under UK rules: you need an EORI number starting with GB, and you pay UK customs duty and import VAT. Great Britain recognises CE marking alongside the UKCA marking for many products. Northern Ireland follows the relevant EU product rules under the Windsor Framework, and the EU GPSR applies there.

Moving stock between Spain and the UK crosses a customs border in both directions. If you’d rather not hold stock on both sides, Amazon’s Remote Fulfilment lets you sell across the UK–EU border from one stock, with Amazon handling customs clearance for those orders.

## Checklist: importing from China to Spain for FBA

1. **Check the product rules** (CE, GPSR, RoHS, REACH, packaging) and get test reports from your supplier.
2. **Find the commodity code and the duty in TARIC**, including any anti-dumping duty on goods from China.
3. **Calculate your landed cost per unit**, including freight, duty, broker fees and the cash flow for import VAT.
4. **Get your EORI number** and, if you will store stock in Spain, your Spanish VAT number.
5. **Agree the Incoterms 2020 rule and place**, and who will be the importer.
6. **Appoint your customs representative**: for example a direct representative if your business is in the EU, or an EU-established declarant such as an indirect representative if it isn’t.
7. **Agree labels and cartons** with your supplier, and inspect the goods before you pay the balance.
8. **Collect the documents**: commercial invoice, packing list, transport document and certificates.
9. **Choose the delivery address in Spain**: a prep center or your own warehouse.
10. **Deduct the import VAT** in your VAT return, or defer it if you file monthly and have opted in.

## Frequently asked questions

### Do I need an EORI number to import from China to Spain?

Yes. An EORI number is mandatory for customs operations in the EU. A business established in the EU gets it from the customs authority of its own country, and a business outside the EU from the EU country where it carries out its first customs operation. In Spain you apply through the Agencia Tributaria’s e-office.

### How much import VAT do I pay in Spain?

21% at the general rate, with reduced rates for some goods. It is charged on the customs value plus duties and ancillary costs up to the first place of destination in the EU. If you are registered for VAT in Spain you can deduct it, and businesses that file monthly can opt to defer it to their VAT return.

### Where do I find the import duty for my product?
